(Arlington)- Arlington County is declaring a state of emergency. The announcement comes after record setting rainfall and flash floods swept through Northern Virginia and DC on Monday. The Declaration of Local Emergency will allow the county to request reimbursement for storm-related costs through FEMA. County officials say those who were affected by the storms should submit damage report forms by tomorrow
