Bio: Dr. Theresa Sabonis-Helf is Professor of National Security Studies at the National War College in Washington DC. She has lived in seven countries of the former Soviet Union, working with development organizations and think tanks. She has assisted two nations with the development of their first National Security Strategies. Dr. Sabonis-Helf received a PhD in Political Science from Emory University, and an MPA in International Relations from Princeton University. She is a member of the US Council on Foreign Relations and an Adjunct Professor in the Science, Technology and International Affairs program at Georgetown University. She has published and lectured extensively on infrastructure in Central Asia and the Caucasus, climate change politics, post-Soviet energy and environmental issues, Russian energy behavior, regional and international energy trade, and the politics of electricity. She has just returned from a year-long sabbatical researching energy security in her region.
