Freitas Bill Allows Pregnant Women Count Unborn Child As Second Person In HOV Lanes

(Richmond)- A Culpeper delegate has introduced a bill in Richmond that would allow pregnant women to count their unborn child as a second person in the vehicle when determining occupancy in HOV lanes. Culpeper Delegate Nick Freitas proposes that the unborn child count as a second person, provided the mother has proof of pregnancy or, if traveling in a lane monitored by a photo-enforcement system, has certified the pregnancy with the Department of Transportation. The bill requires VDOT to develop a process where a pregnant woman can certify pregnancy and have that information linked to her E-ZPass.
