(Richmond)- Governor Northam is pushing to make community college free for certain students. He announced a 145-million-dollar initiative yesterday to help low- and middle-income students in health care, technology, early education and other in-demand fields. It would not apply to out-of-state residents. More details on Northam’s two-year budget plan will be released on Tuesday.
